Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On June 19, 2019, the City Commission approved rejecting RE-19-03 "Academic Village Swimming Pool Renovations" and authorized the advertisement of RE-19-13 “Academic Village Swimming Pool Renovations”, which was advertised on June 25, 2019.

 

2.  The purpose of this solicitation was to secure a Contractor to provide renovation projects at the Academic Village 50 meter pool facility.  Projects include replacing the membrane of the 50-meter stainless steel pool and making repairs to the wall as necessary, repairing floor returns and any other leaking or damaged plumbing, providing for renovations to the pump room, and providing new subsurface drainage and engineering on the pool deck.  The bid also includes four alternate projects; installation of ten (10) new S.R. Smith Velocity starting platforms, removal of the 3M diving board, installation of a new grate for the “pit” area, installation of new pool gutter grates, and installation of shade structures.

 

3.  The bid included a base bid to complete the pool and deck renovations and nine (9) alternates for other aspects of the project.  On August 13, 2019, the City opened one (1) proposal from ZTI, LLC.  The proposal for the base bid and the alternates are as follows:

 

Base Bid: To provide PVC pool liner repairs and replacement and deck drainage renovations as specified in the bid - $595,000

Alternate 1:  Installation of ten (10) new SR Smith Velocity starting platforms - $54,000

Alternate 2:  Removal of 3M diving board and repairs to 1M diving board - $3,000

Alternate 3:  Install new stainless steel grate for the "pit" area - $25,209

Alternate 4:  Install new shade structures on the pool deck - $72,680

Alternate 5:  Replace all pool gutter grates - $35,000

Alternate 6:  Rebonding existing pool and pool components - $12,500

Alternate 7:  Repair leak in one (1) floor return - $400

Alternate 8:  Clean underground original storm drainage system - $3,000

Alternate 9:  Cost to remove and replace concrete pavers with new - $0

 

Alternates 1 - 5 are all items that are needed.  Staff requested the items as an alternate to carve out the pricing in the event a determination was made to scale back the project because of budgetary reasons.  Alternates 6 - 9 are pricing for items that may be required once construction has commenced.  With much of the work existing behind the current pool liner, once the pool is emptied and the liner is removed there is the chance for unforeseen conditions or additional unanticipated work to present itself.  Staff wanted to have the pricing up front to aid in negotiating a price for additional work if necessary.

    

4.  The Recreation and Cultural Arts Department has reviewed the sole proposal and has deemed ZTI, LLC. to be the most responsive/responsible proposer.  At this time the Department is recommending an award of the base bid and alternates 1 - 5 for a total of $784,889 plus a $50,000 contingency for unforeseen conditions with the repair of the pool liner and deck drainage.

 

5.  In addition, ZTI, LLC. has also completed the Equal Benefits Certification Form and has stated that the company is "Exempt - Contractor does not provide benefits to employees' spouses in traditional marriages."

 

6.  Request Commission to award RE-19-13 “Academic Village Swimming Pool Renovations” to the most responsive/responsible bidder, ZTI, LLC. in the amount of $834,889 which includes a $50,000 owner's contingency.
