PROCUREMENT PROCESS TAKEN:
- On November 14, 2016, the City Commission authorized the advertisement of IFB # FI-16-05 "Fire Department Bunker Gear," which was later advertised on November 29, 2016.
- An IFB or Invitation for Bid is a written solicitation for competitive sealed bids with the title date and hour of the public bid opening designated therein and specifically defining the commodities or services for which bids are sought. The IFB shall be used when the City is capable of specifically defining the scope of work for which a service is required or when the City is capable of establishing 15 precise specifications defining the actual commodities required. The invitation for bid shall include instruction to bidders, plans, drawings and specifications, if any, bid form and other required forms and documents to be submitted with the bid.
SUMMARY EXPLANATION AND BACKGROUND:
1. The purpose of the bid was to provide the Fire Department with protective jackets and pants, for structural firefighting, also known as bunker gear.
2. On December 27, 2016, the City opened three (3) bids and one (1) "No Bid" from the following vendors:

3. The Fire Department reviewed the bids and deemed Bennett Fire Products, Inc. to be the most responsive/responsible bidder.
4. Bennett Fire Products, Inc. completed the Equal Benefits Certification Form and stated that the "Contractor currently complies with the requirement of this section."
5. On February 1, 2017, the City Commission approved to enter into a purchasing agreement with Bennett Fire Products Company, Inc. for an initial two (2) year period commencing February 1, 2017 and ending on January 31, 2019, that would allow for the Fire Department to buy additional Bunker Gear in the future years, if needed. The agreement has been renewed and now expires on January 31, 2021.
6. The Fire Department has included in their 2019-20 fiscal year budget, the purchase of thirty (30) sets of Fire Bunker Gear.
7. The agreement between the City and Bennett Fire Products Company, Inc. includes the same pricing for the second year term of the contract.
8. Request Commission to approve the purchase of thirty (30) Bunker Gear from Bennett Fire Products Company, Inc, at a cost of $1,644.00 each for a total amount not to exceed $49,320, utilizing pricing established in the agreement resulting from IFB # FI-16-05.
