MOTION TO APPROVE THE RECEIPT, DISTRIBUTION AND PEMBROKE PINES CHARTER SCHOOLS (PPCS) RECOGNITION AWARD POLICY FOR THE FLORIDA BEST AND BRIGHTEST TEACHER AND PRINCIPAL PROGRAM FUNDS.

 

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

 

1. The Best and Brightest Teacher Program was enacted by Florida legislature in school year 2015-16, and the Best and Brightest Principal Program was subsequently enacted in the following 2016-17 school year.  The objective of the award program is to recruit, retain and recognize teachers who have been successful in the classroom, recognize the most effective principals for establishing a safe and supportive environment for students and faculty, and to acknowledge their contribution to the academic success of Florida public schools.

 

2. In the 2019 Legislative Session, the Best and Brightest Program eligibility criteria was revised through Senate Bill 7070 (see Exhibit 1.- Section 1011.62(18), Section 1012.731 and Section 1012.732, Florida Statutes).  The program now has four award categories:

 

                     Teacher Recruitment Award - To be eligible for a one-time recruitment award, a newly hired classroom teacher must be a content expert in mathematics, science, computer science, reading or civics (see Exhibit 2-Rule 6AER19-01 Content Expert for Recruitment Award).  The award amount is $4,000.

                     Teacher Retention Award- To be eligible for the retention award, a classroom teacher must have been rated highly effective or effective the preceding year pursuant to Section 1012.34, Florida Statutes, and teach in a qualifying school for two years including the current year. A qualifying school is defined as a school location that has improved an average of three percentage points (3%) or more in the percentage of total possible points achieved for determining school grades over the prior three years (see Exhibit 3- Schools Eligible for Retention Award). The award amount is $2,500 for highly effective rating; $1,000 for effective rating.

                     Principal Award- A school principal is eligible to receive the award if he/she has served a qualifying school for at least four (4) consecutive years including the current year. The award amount is $5,000.

                     Recognition Award- To be eligible for a recognition award, instructional personnel must be rated as highly effective or effective and must be selected by his/her principal, based on performance criteria and policies adopted by the Charter School’s governing board (see Exhibit 4- PPCS Recognition Award Policy). There is no specified award amount. The recognition award is to be funded with the remaining Best and Brightest Program funds, after the three aforementioned award payments have been allocated.

 

3. The City of Pembroke Pines Charter Schools (PPCS) will receive funds for the Best and Brightest program through the 2019-20 Florida Education Finance Program (FEFP) revenue distribution. This year’s program award amount calculation is the charter schools’ portion of the sponsoring district’s Best and Brightest allocation. Funding is based on the percentage of the charter schools’ total weighted full-time equivalent (WFTE) to the district’s total WFTE, multiplied by the district’s total allocation. The fund allocation for the PPCS is as follows:

* The FSU sponsored Elementary School is categorized as its own district, hence receiving the minimum allocation of $100,00 plus $69,591 for the additional funding for the FTE proportion.

**Pursuant to Section 1011.62(18), Florida Statutes, if a district's calculated awards exceed the fund allocation, the school district may prorate awards. 

 

4. Recommend City Commission approve the receipt, distribution, and PPCS recognition award policy for the Florida Best and Brightest Teacher and Principal Program funds.  

 

 

Financial Impact

FINANCIAL IMPACT DETAIL:

a)   Initial Cost: None.

b)   Amount budgeted for this item in Account No: A budget will be created to distribute these funds once the allocation amounts are provided by the State, utilizing the 335974- Best and Brightest revenue accounts for Elementary, Middle, AVCS and FSU Elementary charter schools and the applicable FICA and personnel expenditure accounts.  In aggregate, the charter school budget will increase by $699,900.66.

c)   Source of funding for difference, if not fully budgeted: The FICA component will be deducted from the Best and Brightest Program fund allocation.
