SUMMARY EXPLANATION AND BACKGROUND:
1. On October 2, 2019, the City Commission approved the advertisement of IFB # PSPW-19-10 "Roof Replacement at Various City Buildings", which was advertised on October 8, 2019.
2. The purpose of this solicitation was to provide roof replacement services at various City buildings.
3. On November 12, 2019, the City opened four (4) partial bids from the following vendors:

4. At the time the proposals were tabulated, the Procurement Department deemed the bids submitted by Fullcover Roofing Systems, Inc. and Paul Bange Roofing to be non-responsive for failing to submit all of the required documents.
5. As the remaining bids from Grace Roofing & Sheet Metal Enterprise and Roofing Concepts Unlimited/Florida, Inc. were only partilal bids, and there was not a responsive bid for every roof which needed replacement, the Public Services Department has deemed that there was inadequate amount of competition and has requested that the project be rebid.
6. Request the City Commission to reject all proposals to IFB # PSPW-19-10 "Roof Replacement at Various City Buildings, and to authorize the advertisement of IFB # PSPW-19-15 "Rebid of Roof Replacement at Various City Buildings".
