MOTION TO APPROVE THE CHARTER SCHOOL 2019-2020 SCHOOL IMPROVEMENT PLANS FOR THE ELEMENTARY, MIDDLE, AND ACADEMIC VILLAGE CHARTER SCHOOLS; THE 2019-2020 PROACTIVE DISCIPLINE GUIDES, FOR THE ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS; THE 2019-2020 PARENT STUDENT HANDBOOKS FOR THE ELEMENTARY, MIDDLE AND ACADEMIC VILLAGE CHARTER SCHOOLS, AND THE 2019-2020 EVALUATION SYSTEMS FOR CHARTER SCHOOL INSTRUCTIONAL PERSONNEL AND SCHOOL ADMINISTRATION.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. As part of the Charter Schools' yearly audit from Broward Schools, evidence must be provided of the governing board's (i.e. City Commission) approval of the School Improvement Plan ("SIP"). The Parent Advisory Boards must approve the SIP if there are changes to the District Code. The City Commission is also asked for final approval of the Proactive Discipline Guides for the Charter Elementary and Middle Schools, the Elementary, Middle, and Academic Village Charter School Parent Student Handbooks and the 2019-20 Evaluation Systems for charter school instructional personnel and school administration.
2. The Charter Elementary/Middle School Advisory Board approved the Charter Elementary Proactive Guide to Discipline on October 1, 2019 and the Middle School Proactive Guide to Discipline on November 5, 2019 (See Exhibit 1. Elementary/Middle Advisory Board Meeting Minutes 10-1-19, Exhibit 2. Elementary/Middle Advisory Board Meeting Minutes 11-5-19, Exhibit 3. 2019-20 Elementary Proactive Discipline Guide and Exhibit 4. Middle Proactive Discipline Guide). Also on November 5, 2019, the Charter Elementary/ Middle School Advisory Board approved the Elementary and Middle Parent Student Handbooks, known to parents as the First Day Packet (See Exhibit 5. Elementary School First Day Packet and Exhibit 6. Middle School First Day Packet).The Charter Elementary/Middle School Advisory Board approved the Elementary SIP and the Middle SIP for school year 2019-20 on December 3, 2019 (See Exhibit 7. Elementary/Middle Advisory Board Meeting Minutes 12-3-19, Exhibit 8. Elementary School SIP and Exhibit 9. Middle School SIP).
3. The Charter Academic Village Advisory Board approved the Charter Academic Village Parent Student Handbook/Discipline Guide on September 9, 2019 (See Exhibit 10. Academic Village Parent Advisory Board Meeting Minutes 9-9-19, Exhibit 11. Academic Village Middle School Parent Student Handbook and Exhibit 12. Academic Village High School Parent Student Handbook). The Charter Academic Village Advisory Board approved the Academic Village SIP for 2019-2020 on November 4, 2019 (See Exhibit 13. Academic Village Parent Advisory Board Meeting Minutes 11-4-19 and Exhibit 14. AVCS 2019-20 SIP).
4. The State of Florida requires that all teachers and school based administrators are evaluated annually. The Pembroke Pines Charter Schools (PPCS) evaluation plan for teachers is titled "The City of Pembroke Pines Assessment and Growth Evaluation System (PAGES) and the evaluation plan for school based administrators is titled the "Pines Assessment of School Administrators" (PASA) (See Exhibit 15. 2019-20 PAGES and Exhibit 16. 2019-20 PASA). The PPCS utilizes the Marzano Legacy framework for both assessments and must submit these plans to the School Board of Broward County to ensure alignment with the State Statutes and the Florida Administrative Code which govern these evaluations. The School Board of Broward County requires the PPCS to have the evaluation plans approved by the governing board.
5. Recommend City Commission approve the Charter School 2019-20 School Improvement Plans for Elementary, Middle and Academic Village Charter Schools; the 2019-20 Proactive Discipline Guides for the Elementary Schools and Middle Schools; the 2019-20 Parent Student Handbooks for the Elementary, Middle and Academic Village Charter Schools, and the 2019-20 evaluation systems for charter school instructional personnel and schools administration.
