MOTION TO AUTHORIZE THE MAYOR AND CITY MANAGER TO SIGN THE JPA (JOINT PARTICIPATION AGREEMENT) BETWEEN THE CITY OF PEMBROKE PINES AND THE CITY OF MIRAMAR RELATED TO THE ACQUISITION OF CONSULTANT SERVICES; WETLAND MITIGATION PURCHASE AND WETLAND MITIGATION CONSULTANT SERVICES; DESIGN, POST DESIGN AND CONSTRUCTION MANAGEMENT SERVICES; FOR ROADWAY CONSTRUCTION ON PEMBROKE ROAD BETWEEN SW 160TH AVENUE AND US-27; AND MIRAMAR PARKWAY BETWEEN SW 192ND TERRACE AND PEMBROKE ROAD.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. This Joint Participation Agreement(JPA) is being entered into to facilitate the widening to four lanes of Pembroke Road from Dykes to SW 196th Avenue and the construction of a four lane road from SW 196th Avenue to US 27.
2. MIRAMAR and PEMBROKE PINES desire to undertake a cost sharing arrangement for addressing consulting services related to right-of-way acquisition and wetland mitigation, and for the design, post design, construction and construction management of the Project.
3. It is anticipated that Broward County will assign transportation surtax dollars to fund the right-of-way acquisition, wetland mitigation, design, and construction of the Project.
4. PEMBROKE PINES agrees to select a consultant to work with parties on the right-of-way acquisition and wetland mitigation, and make all payments related to the consulting services and to make all necessary payments regarding wetland mitigation.
5. MIRAMAR agrees to initially make all payments towards the right of way acquisition between SW 196 Avenue and US Highway 27 and agrees to select a consultant for design, post design, and construction management services upon inclusion of the Project in the adopted plan for funding by Broward County’s Surtax Oversight Board.
6. MIRAMAR will select a Contractor to construct the Project.
