PROPOSED ORDINANCE NO. 2019-23 IS AN ORDINANCE OF THE CITY OF PEMBROKE PINES, FLORIDA, AMENDING CHAPTER 72 OF THE PEMBROKE PINES CODE OF ORDINANCES, “STOPPING, STANDING, AND PARKING,” BY CREATING A NEW SECTION 72.10, “VETERANS PARKING PREFERENCE PROGRAM,” TO PROVIDE FOR VETERANS PARKING PREFERENCES AT SPECIFIED CITY PARKING LOTS LOCATED AT CITY OWNED AND OPERATED FACILITIES THAT ARE GENERALLY OPEN TO THE PUBLIC; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. Commissioner Good at the October 2, 2019  meeting presented an agenda item (Reference 19-1219) requesting discussion and possible action to designate parking for Veterans on certain city property and to direct the City Attorney's office to prepare the legal documents for implementation.

 

2.  The City Commission adopted Resolution 3676 at the October 16, 2019 meeting authorizing the creation of a Veteran's Parking Preference Program and creating an ordinance  to implement the program.

 

3. City staff at the direction of the City Manager, authorized through the adoption of resolution 3676, created a Veterans Parking Preference Program identified as "Exhibit A" in the proposed ordinance.

 

4. The program is intended to express appreciation for individuals who served in the US Armed Forces by identifying parking spaces within specified City parking lots at City owned and operated facilities that are generally open to the public.

 

5. Proposed Ordinance No. 2019-23 amends Chapter 72 of the City Code of Ordinances and creates section 72.10 "Veterans Parking Preference Program".

 

6. The program includes standards, definitions and locations where Veterans Parking Spaces can be placed.

 

6. Administration recommends adopting Proposed Ordinance No. 2019-23 on second and final reading.
