Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. At the December 4, 2019 City Commission meeting, Commissioner Schwartz presented an agenda item (reference 19-1424) requesting discussion and possible action for the creation of an ordinance to establish permit requirements for the display of live animals similar to an ordinance passed in the City of Hallandale Beach.

2. The City Commission directed the City Attorney's Office (CAO) draft an ordinance for review and comment.

3. The proposed ordinance creates section 91.30 Animal Displays or Exhibits which establishes definitions, regulations and permit requirements for animal displays or exhibits. Including provisions that sick, injured or crippled animals shall not be displayed and that the animals must be kept in appropriate housing conditions.

4. Further, the proposed ordinance provides specific requirements to be submitted to the City as part of a permit request.

5. Staff has reviewed proposed ordinance no. 2020-03 and recommends passing the proposed ordinance on first reading.

6. Second and final reading has been tentatively scheduled for February 19, 2020.
