MOTION TO APPROVE THE PURCHASE OF ONE (1) MOBILE SURVEILLANCE TOWER PLATFORM MODEL #VS-WCTS-PVS FROM THE SOLE SOURCE VENDOR, VETTED SECURITY SOLUTIONS, IN THE AMOUNT NOT TO EXCEED $82,500, PURSUANT TO SECTION 38.18(C)(3) OF THE CITY'S PROCUREMENT CODE.

 

Summary Explanation and Background

 

PROCUREMENT PROCESS TAKEN:

 

- Chapter 35 of the City’s Code of Ordinance is titled “PROCUREMENT PROCEDURES, PUBLIC FUNDS.”

 

-  Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 

-  Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requiremetns of this section:"

 

-  Section 35.18(C)(3) of the City's Code of Ordinances states, "City Standard, single-source and sole-source commodities or services. City standard, single-source and sole-source commodities or services are exempt from competitive bidding."

 

- Section 35.21(A)(1) of the City’s Code of Ordinance states, "An initial purchase of, or contract for, commodities or services, in excess of $25,000, shall require the approval of the City Commission, regardless of whether the competitive bidding or competitive proposal procedures were followed."

 

SUMMARY EXPLANATION AND BACKGROUND:

1.  On May 2, 2018, the City Commission approved the award of PD-18-03 “Mobile Surveillance Tower Platform", to the most responsive/responsible bidder, Vetted Security Solutions.

 

2.  The purpose of this solicitation was to provide the Pembroke Pines Police Department with a Mobile Surveillance Tower Platform.

 

3.  On February 25, 2019, the Police Department submitted a formal request to standardize and purchase the Wanco/Vetted Security Solutions Portable Video Surveillance (PVS) Trailer (Model #VS-WCTS-PVS).

 

4.  On February 27, 2019, the City Manager approved the Police Department's request to make the Wanco/Vetted Security Solutions Portable Video Surveillance (PVS) Trailer (Model #VS-WCTS-PVS) the City Standard.

 

5.  On March 20, 2019, the City Commission approved the purchase of an additional mobile surveillance tower platform Model #VS-WCTS-PVS from the sole source vendor, Vetted Security.

 

6.  These technology trailers in their configuration allow law enforcement personnel to safely and effectively capture, prevent, and deter crime. The PVS Trailer consists of a diesel engine mounted on a towable, deployable chassis which incorporates an electric winch tower that houses multiple pan, tilt, zoom (PTZ) surveillance cameras. The units also utilize solar panels connected to rechargeable internal batteries that allow the trailer to operate for extended periods of time (up to four weeks). The winch tower can be elevated up to 29 feet, and the PTZ cameras are operated remotely by trained law enforcement personnel.

 

7.  Per Section 38.18(C)(3) of our Procurement Code; "City standard, single-source and sole-source commodities or services are exempt from the Competitive Bidding process."

 

8.  Request Commission to approve the purchase of one (1) mobile surveillance tower platform Model #VS-WCTS-PVS from the sole source vendor, Vetted Security Solutions, in the amount not to exceed $82,500,  persuant to Section 38.18(C)(3) of the City's Procurement Code.
