MOTION TO APPROVE THE PURCHASE OF NEPTUNE WATER METERS, PARTS AND COMPONENTS, ON AN AS-NEEDED BASIS, FROM THE SOLE SOURCE, SUNSTATE METER & SUPPLY, INC., IN THE AMOUNT NOT TO EXCEED $688,570.60 PURSUANT TO SECTION 38.18(C)(3) OF THE CITY’S CODE OF ORDINANCES FOR FISCAL YEAR 2019-20.

PROCUREMENT PROCESS TAKEN:
- Pursuant to Section 35.18(A) of the City's Code of Ordinance, "A purchase of or contracts for commodities or services that is estimated by the Chief Procurement to cost more than $25,000 shall be based on sealed competitive solicitations as determined by the Chief Procurement Officer."
- Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."
- Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"
- Section 35.18(C)(3) of the City's Code of Ordinances, "City Standard, single-source and sole-source commodities or services. City standard, single-source and sole-source commodities or services are exempt from competitive bidding."
SUMMARY EXPLANATION AND BACKGROUND:
1. The City of Pembroke Pines Utilities Division currently uses Neptune model water meters at 100% of the water placements throughout the entire City.
2. In order to provide compatibility with the existing meter reading system, the Utilities Division wishes to continue using the Neptune model water meters to ensure that the meters are totally interchangeable.
3. Neptune Technology Group, Inc., the manufacturer, has supplied a letter stating Sunstate Meter & Supply, Inc. is the only authorized Neptune distributor for resell in the State of Florida.
4. Sunstate Meter Supply, Inc. has provided a pricing sheet in which the City anticipates an estimated annual amount not to exceed $688,570.60.
