MOTION TO APPROVE THE 2020-2021 CHARTER SCHOOL OPT OUT OF DISTRICT MHP FORMS, MENTAL HEALTH SERVICES PLANS, AND MENTAL HEALTH ASSISTANCE PLAN OUTCOME AND EXPENDITURE REPORTS FOR THE CITY OF PEMBROKE PINES CHARTER ELEMENTARY SCHOOLS (LOCATION #5051), MIDDLE SCHOOLS (LOCATION #5081), HIGH SCHOOL (LOCATION #5121) AND FSU ELEMENTARY CHARTER SCHOOL (LOCATION #0351).

 

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1. In 2018, the Florida Legislature signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB7026).  The legislation outlines significant reforms to make Florida schools safer, while keeping firearms out of the hands of mentally ill and dangerous individuals.  In 2019, Florida Legislature signed into law SB7030, Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission.  SB7030 builds upon the school safety and security foundation established in SB7026 by addressing school safety recommendations and strengthening  accountability and compliance oversight authority.

 

 

2. As part of SB7026, the Florida Legislature established the Mental Health Services Allocation though the state's adopted general appropriation. The allocation was established to expand school-based mental health care with the expectation that each student in Florida has access to a mental health professional at school by the 2018-2019 school year going forward. The Mental Health Services Allocation funding is apportioned by formula, with each district receiving a base amount of $100,000 and the remainder distributed on a per FTE basis. 

 

 

3. To receive the Mental Health Services Allocation for school year 2020-21, the SBBC sponsored charter schools have the option to (1) participate in the SBBC district mental health plan or (2) opt out of the SBBC district mental health plan and develop their own. The PPCS schools choose to opt out of the SBBC District Mental Health Plan and develop their own FY2020-21 mental health plans. As such, the PPCS-SBBC sponsored charter schools must inform the SBBC of their intention to develop their mental health plans by submitting the attached SBBC-Sponsored Charter Schools Opt Out of District MHP forms (See Exhibit 1. SBBC-Sponsored Charter Schools Opt Out of District MHP forms).The opt out forms must be governing board approved prior to submission to the SBBC. Once the SBBC is aware of the charter schools intention, the PPCS-SBBC sponsored charter schools mental health plans must be governing board-approved and then submitted to the SBBC school district. The SBBC will then submit the PPCS mental health plans to the Florida Department of Education (FLDOE)  by August 1, 2020.

 

 

4. The City of Pembroke Pines Charter Schools are projected to receive a proportionate share of these funds.  See estimated allocation breakdown below:

  * The FSU sponsored Elementary School is categorized as its own district, hence receiving the base allocation of $100,000 plus the additional funding for the FTE proportion. The School Board of Broward County (SBBC) sponsored Charter Schools will receive a portion of the SBBC's  projected FY 2020-21 allocation ,$6,530,777, based on its FTE proportion.

 

5. As part of SB7030, Florida Legislature requires districts and charter schools to complete the following tasks annually:

 

a) Submit to the FLDOE the school Mental Health Assistance Allocation Plan Checklist.  The PPCS -SBBC sponsored charter schools submit their mental health plans through the SBBC. The SBBC is asking the PPCS to submit their plans by May 15, 2020. All PPCS Mental Health Assistance Allocation Plan Checklists must be governing board approved (See Exhibit 2- PPCS Mental Health Assistance Allocation Plan Checklist).

 

 

b) Submit to the FLDOE  the school Mental Health Plans by August 1st annually.  The PPCS -SBBC sponsored charter schools submit their mental health plans through the SBBC.  The SBBC is asking the PPCS to submit their plans by May 21, 2020. All PPCS Mental Health Plans must be governing board approved (See Exhibits 3-6 - PPCS Mental Health Plans)

 

c) Submit to the FLDOE the Mental Health Assistance Plan Outcome and Expenditures Reports with data applicable to the prior fiscal year by September 30 annually. The PPCS -SBBC sponsored charter schools submit their Mental Health Assistance Plan Outcome and Expenditures Reports through the SBBC.  The SBBC is asking the PPCS to submit this report to the district by May 21, 2020 . All Mental Health Assistance Plan Outcome and Expenditures Reports must be governing board approved  (See Exhibit 7. PPCS MHP Outcome and Expenditure Reports).

 

 

6. Recommend the City Commission to approve the attached Charter School Opt Out of District MHP forms, Mental Health Services Plans, and Mental Health Assistance Plan Outcome and Expenditures Reports for the City of Pembroke Pines Charter Elementary Schools (Location #5051), Middle Schools (Location #5081), High School (Location #5121), and FSU Elementary Charter School (Location #0351).
