SUMMARY EXPLANATION AND BACKGROUND:

On May 6, 2020, this item was deferred to the next Commission Meeting on May 20, 2020.

 

 

1.                     Pursuant to Section 35.29(F) "City Commission notification" of the City's Code of Ordinances, "The City Manager, or his or her designee, shall notify the Commission, in writing, at least three months in advance of the expiration, renewal, automatic renewal or extension date, and shall provide a copy of the contract or agreement and a vendor performance report card for the contract or agreement to the City Commission."

 

2.                     On May 17, 2017, Commission approved the motion to place all contracts from the Contract Database Reports on consent agendas as they come up for contractual term renewal so that City Commission affirms directions to administration whether to renew or to go out to bid.

 

 

3.                     The RedFlex Traffic Systems, Inc. - Red Light Traffic Signal Camera Enforcement System Agreement is on the Contracts Database Report for renewal.

 

4.                     On November 2, 2016, the City Commission approved to enter into a Purchasing  Agreement with Redflex Traffic Systems, Inc. for an initial three (3) year period commencing on July 24, 2017 and expiring on July 23, 2020.

 

5.                     The City of Pembroke Pines Police Department utilizes Redflex Traffic Systems, Inc. for the provision of red light traffic signal cameras.

 

6.                     Section 3.2 of the Original Agreement allows for two (2) additional two (2) year renewal terms, evidenced by a written Amendment approved by the Contractor and the City Commission.

 

7.                     On October 2nd, 2019, the Commission deferred this item and requested additional information regarding the performance of the program which is included in the attachments.

 

8.                     The Police Department recommends that the City Commission approve this First Amendment for the first two (2) year renewal term commencing July 24, 2020 and ending July 23, 2022, as allowed by the agreement.

    10. The Police Department continues to support the Red Light Camera Program within the City of Pembroke Pines.  The statistical data from our program reflects its effectiveness, along with it being cost neutral. The Police Department concluded that since the implementation of the Red Light Camera Program, intersection safety has increased throughout the City of Pembroke Pines, thus making us a safer City for drivers, bicyclists and pedestrians.  Therefore, it remains the recommendation of the Police Department to have a Red Light Camera Program.  One can always find a report supporting or opposing a particular position.  As such, the Police Department continues to rely upon the data that was compiled from the City of Pembroke Pines Red Light Camera Program, which has yielded a reduction of the total number of red-light violations, strongly suggesting enhanced driver awareness and improvement in driver behavior.

 

11.                     On August 29th, 2019 AAA issued a publication “Red Light Running Deaths Hit 10 Year High” New AAA Foundation data analysis finds more than two people are killed every day in red light running crashes, including drivers, passengers, pedestrians and cyclists. “While enforcement is the best way to get drivers to comply with any law, it is impossible for police to be at every intersection. The Insurance Institute for Highway Safety (IIHS) found that when properly implemented, red light cameras reduced the fatal red light running crash rate of large cities by 21% and the rate of all types of fatal crashes at signalized intersections by 14%”. (See Attachment 8)

 

12.                     The Pembroke Pines Red Light Camera Program statistics illustrate that 69% of violators are not Pembroke Pines Residents. It also shows a pattern of improvement in driver behavior among Pembroke Pines residents, with a reduction of 4% in Notices of Violation from 36% (3/1/2018 -2/28/2019) - 32% (3/1/2019 - 2/29/2020).  This data is also available per camera location, and the statistics are consistent with the overall data as shown in Notices of Violations Table (Attachment 5).

 

13.                     The Pembroke Pines Residents who have received more than one Notice of Violation or “repeat offenders”, have decreased 13% as illustrated in the Repeat Offenders (Attachment 6), from 54% (3/1/2018 -2/28/2019) - 41% (3/1/2019 - 2/29/2020). This illustrates a significant improvement in driver behavior. The camera located at NB 136 Avenue and Pines Blvd, which captures violations of right turn on red (only from the inside turn lane, not the outside turn lane as there are two turn lanes), reflects that only 19% of the overall 284 NOV’s issued to repeat offenders were for right turns on red.

 

14.                      The current financials for the Red Light Camera Program reflect an average net gain of for the City in the sum of $155,285 for fiscal year 2018 and 2019. Each NOV issued is $158. The breakdown of those dollars are as follows:
