B. TO ALLOW ALL FUTURE AGREEMENTS RELATED TO  FEMA REIMBURSEMENTS TO BE SIGNED ADMINISTRATIVELY BY THE MAYOR AND CITY ADMINISTRATION.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. On September 5, 2019, the City Commission passed Resolution No. 3669, proclaiming a local state of emergency related to Hurricane Dorian.

2. Hurricane Dorain was anticipated to threaten the City of Pembroke Pines with extreme weather conditions which pose an immediate danger to the lives and property of the residents of the City.

3.  As a result the City incurred costs for the preparation, protective measures, repairs, and debris removal which are eligible for reimbursement by the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA).

4. In order to receive reimbursement for eligible costs incurred, the Mayor must sign the Federally-Funded Subaward and Grant Agreement, with the State of Florida, Division of Emergency Management, which is attached.

5. Per the City Attorney’s Office, the Mayor has no authority to sign these agreements without Commission approval.

6. Recommend the City Commission 

A. Authorize the Mayor and the City Administration to execute the Federally-Funded Subaward and Grant Agreement, with the State of Florida, Division of Emergency Management and

B. To allow future agreements related to FEMA reimbursements to be signed by the administratively by the Mayor and City Administration.

Financial Impact

FINANCIAL IMPACT DETAIL:

a)   Initial Cost:  None at this time. This will allow the City to receive FEMA reimbursement for expenses related to Hurricane Dorian. In the amount of $221,651.27 if everything is approved.
