SUMMARY EXPLANATION AND BACKGROUND:
1. Since the outbreak of COVID-19 numerous local governments and multiple states have adopted various versions of "shelter in place" and "safer at home" orders. These orders are designed to protect the health and well-being of the community, to create social distancing, and to minimize contact in an effort to limit community spread of COVID-19.
2. On March 28, 2020, a State of Emergency pursuant to §92. I 4(B) of the City Code of Ordinances and Chapter 252, Florida Statutes, was declared in the City of Pembroke Pines by Mayor Frank C. Ortis relating to the Novel Coronavirus Disease 2019 ("COVID-19").
3. On March 28, 2020, the City of Pembroke Pines issued its Emergency Order Safer at Home Order, limiting the ability of residents to use public rights of way and travel within the City in light of Governor DeSantis' Executive Orders and Broward County Executive Orders limiting outside recreational uses and uses of essential services.
4. On May 14, 2020, Governor DeSantis issued Executive Order 20-122 and on May 14, 2020, Broward County issued Emergency Order 20-10, to place Broward County into Phase I of the Florida Plan for Recovery, effective May 18, 2020. Executive Orders of Governor DeSantis include parameters for businesses to re-open and operate under Phase- I, and Broward County Emergency Order 20-10 facilitates the Phase- I re-opening in Broward County and includes requirements for facial coverings and social distancing.
5. This Emergency Order is effective as of 12:0 l a.m. on Monday, May 18, 2020 and shall remain in full force and effect until terminated.
