Summary Explanation and Background

 

1.  The City Commission passed an amendment to the Neighborhood Stabilization Program (NSP) on March 17, 2010.  This amendment established an acquisition and rehabilitation program strategy which will allow the City to acquire property directly or through a third party. Properties acquired using this strategy have been foreclosed or abandoned.   Properties under this strategy are acquired, rehabilitated and then either resold or rented to eligible households participating in the NSP program.

 

2.  Federal funds received through the NSP program are used for these activities.

 

3.  The City successfully acquired, rehabilitated and sold 12 properties via the NSP 1 and NSP 3 programs to date. 

 

4.  The City is in the process of selling its latest NSP rehabilitated home at 10053 SW 16 Street. This home will likely be the final home to be sold under this program.

 

5.  The subject Ordinance will authorize the Mayor, Vice-Mayor or City Manager to execute Purchase and Sale Agreements for the properties between the City and individual(s) qualified pursuant to the NSP guidelines to convey the property acquired pursuant to the NSP guidelines, and authorizes the Mayor, Vice-Mayor or City Manager to execute deeds and any other documents that are necessary to proceed to close on the respective property conveyance in a manner consistent with the Purchase and Sale Agreements for the disposition of property under the NSP guidelines.

 

6. In accordance with City Charter provisions, the Ordinance will require a 4/5 vote of the City Commission to be approved.  If approved, this ordinance will permit the City to convey this property that was acquired with NSP funds to an eligible purchaser without additional action by the City Commission.

 

7.  The pre-qualified purchaser of this property will be selected via lottery as required by HUD rules.

 

8. The City Commission at its May 20, 2020 meeting voted to pass proposed Ordinance 2020-07 on first reading.

 

9.  Request Commission adopt Proposed Ordinance No. 2020-07 on second and final reading.
