PROPOSED RESOLUTION 2020-R-22 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING AND AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE AN AMENDMENT BETWEEN BROWARD COUNTY AND THE CITY OF PEMBROKE PINES WHICH PROVIDED FOR DISBURSEMENT OF HOME PROGRAM FUNDS FOR THE HOUSING REHABILITATION - MINOR HOME REPAIR PROGRAM FY 2017-2018 IN THE AMOUNT OF $181,723, IN ORDER TO EXTEND THE TIME TO COMPLETE THE HOME REPAIR PROJECTS UNDER THE PROGRAM; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.

Summary Explanation and Background

1. The City is a recipient of HUD Home Investment Partnership (HOME) program funding as a member of the Broward County HOME Consortium. The City receives an annual allocation of federal HOME funding to address priority housing needs.

2. The proposed second amendment to the City's FY 2017-2018 provides for a time extension necessary to close out home repair projects allocated to that program year and obtain reimbursement from the County.  The proposed first amendment under consideration this evening will extend the program to July 31, 2021.

3. Broward County requires the City to amend the HOME agreement in order to permit the time extension. 

4. The City Commission approved the original HOME 2017-2018 agreement at its September 17, 2018 meeting via Resolution 3621.

5. No changes to the previously approved budget or scope of work are being proposed as part of this amendment.

6. Administration recommends approving proposed resolution 2020-R-22.
