[PUBLIC HEARING] PROPOSED RESOLUTION 2020-R-28 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING THE 2020-2024 COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) CONSOLIDATED PLAN AND 2020-2021 ACTION PLAN; DIRECTING THE CITY MANAGER TO SUBMIT THE CITY’S CONSOLIDATED PLAN AND ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL REQUIRED DOCUMENTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.

Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1.  The City of Pembroke Pines is an entitlement recipient of federal Community Development Block Grant (CDBG) dollars, made available by the U.S. Department of Housing and Urban Development (HUD). Every five years, Pembroke Pines is required to develop a 5 year strategic plan that addresses housing and community development needs of the City with emphasis placed on serving households 80% of the area median income or less.

 

2.  The Consolidated Plan and the CDBG program address the needs of low and moderate income persons and families, including homeless individuals. The City of Pembroke Pines' 2020-2024 Consolidated Plan establishes the City's program priorities, goals, and objectives for its community development programs and sets the framework for subsequent one year action plans. The one year action plans will fund and describe specific activities that address the needs identified in the Consolidated Plan. 

 

3.  The Consolidated Plan consists of the following:

 

                     Assessment/Analysis of housing and community development needs

                     Description of activities that will be undertaken to address priority needs in the next five (5) years

                     Actions that improve the safety and livability of neighborhoods, and increase access to quality public and private facilities and services

                     Actions to maintain the affordable housing stock and increase the availability of permanent housing in standard condition and affordable cost to low-income and moderate-income households

                     Actions that assist homeless persons to obtain appropriate housing, and assist person at risk of becoming homeless

                     Actions that expand economic opportunities including job creation and retention, and the establishment, stabilization and expansion of small business in low and moderate income areas

 

4.  Priorities identified in the 2020-2024 Pembroke Pines Consolidated Plan:

                     Housing Rehabilitation

                     Homeownership Opportunities

                     Expanded Housing Opportunities for Low Income and Supportive Needs

                     Energy Efficiency Improvements

                     Acquisition for Rehabilitation, Redevelopment or Demolition.

                     Public Infrastructure/Improvement 

                     Public Facilities

                     Public Service Activities

                     Economic Development                    

                     Affirmatively Furthering Fair Housing

 

5.  2020 CDBG Action Plan - The City of Pembroke Pines is an entitlement recipient of federal Community Development Block Grant (CDBG) dollars, made available by the U.S. Department of Housing and Urban Development (HUD). The City anticipates receiving an estimated $926,636  for Program Year 2020, which begins October 1, 2020 and ends September 30, 2021. 

 

6.  The City must develop a 1 year action plan that addresses housing and community development needs identified in its 5 Year Consolidated Plan that will principally benefit low to moderate income households. The following have been identified as possible activities for 2020. 

 

 

Residential Rehabilitation (Minor Home Repair)                      $272,455.00

 

This project will provide home repair assistance to low and moderate income homeowners who are experiencing conditions in and around the home that pose a threat to the health, safety, and welfare of the household occupants. This project will be carried out on a citywide basis. Public Service (Senior Transportation)                                                                $138,995.40

 

Provides support to the City’s Senior Transportation Program through the provision of free transportation to seniors. Riders are transported to and from doctor/dentist office, governmental agencies, therapeutic field trips, and shopping. The activity is eligible as a public service under 570.201(e), and the activity will benefit low and moderate-income persons as qualified under Limited Clientele Activities, 570.208(a)(2).

 

Public Facilities & Improvements (South West Focal Point Community Center)                      $319,858.40

 

This project proposes improvements to the South West Focal Point Senior Center. Public facilities and improvements include acquisition, construction, reconstruction, rehabilitation or installation of public facilities and improvements and are eligible under 570.201(c). This activity will benefit low and moderate income persons as qualified under 570.208(a)(1) Area Benefit Activities.

 

Micro-Enterprise                     $10,000.00

 

This project is scheduled to provide an economic development program that offers financial assistance, goods and/or services to small businesses that will create or retain jobs for lower-income persons.  This activity is eligible as an economic development activity under 24 CFR, Section 570.201(o)(1) and will benefit low and moderate income persons as qualified under Job Creation or Retention Activities, 570.208(a)(4).

 

Program Administration                      $185,327.20

 

This activity will provide general management, oversight, and coordination of the programs.   Also, this activity will provide fair housing services designed to further the fair housing objectives of the Fair Housing Act (42 U.C.C. 3601-20). These activities are assumed to benefit low-and moderate-income persons and are eligible under 24 CFR section 570.206(a).

 

All of the activities identified above will principally benefit lower income residents of the City of Pembroke Pines and no displacement or relocation of Pembroke Pines residents or businesses is anticipated.

 

7.  The 2020-2024 Consolidated Plan as well as the 2020 CDBG Action Plan has been noticed in accordance with the provisions set forth within Pembroke Pines Citizen Participation Plan (CPP).  Copies of the consolidated plan as well as the Action Plan were made available at the City for review and comment.  An advertisement was placed in the Sun Sentinel on July 26, 2020.  This item requires a public hearing prior to passage.

 

8.  Funds allocated through the CARES Act are not included in the Consolidated Plan.

 

9. Administration recommends approval of the 2020-2024 Consolidated Plan and CDBG 2020 Action Plan.
