MOTION TO APPOINT A MEMBER OF THE CITY COMMISSION TO SERVE ON THE AFFORDABLE HOUSING ADVISORY COMMITTEE
Summary Explanation and Background
1. On June 9, 2020, Governor Desantis signed into law the HB 1339. HB 1339 updates the law as it pertains to community development zoning, impact fees, affordable housing, and mobile homes and parks.
2. Proposed Ordinance No. 2020-10 amends the Affordable Housing Advisory Committee (AHAC) membership and responsibilities to be consistent with the new State Law.
3. Consistent with Proposed Ordinance No. 2020-10, heard earlier on tonight's agenda, the City Commission will be required to appoint a locally elected official to the AHAC before October 2020.
4. Per the proposed ordinance, appointments are for a period of one year, however, members may serve consecutive terms.
5. The State statute and the proposed ordinance require elected officials, or their designee to attend biannual regional workshops.
6. Staff recommends that the City Commission consider a policy of appointing the sitting Vice Mayor to the AHAC. Since the Vice Mayor position is rotated and appointed annually, this would provide a regular path for the Commission to follow and ensure that each commission district's affordable housing needs or concerns are represented over time.
7. Administration recommends appointing a member of the City Commission to the AHAC.
