Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

 

1. The City of Pembroke Art & Culture Advisory Board has recommended that the City invest in wrapping traffic signalization boxes with various works of art to bring art to public places.

 

2. The Recreation and Cultural Arts Department successfully implemented the first traffic signalization box project in 2016. The cabinets are located on (4) four boxes from Palm Avenue to Hiatus Road on Pines Boulevard. 

 

3. In September of 2018 the Recreation and Cultural Arts Department issued a “Call to Artists” to provide images for consideration for additional traffic signalization boxes. The theme for the project was based on the City’s Kindness Initiative initiated by Mayor Ortis. Three (3) more signalization boxes were selected and wrapped.  Those boxes are located at Pines Boulevard and Dykes Road, Pines Boulevard and 72nd Avenue and Pines Boulevard and 184th Avenue.

 

4. In September of 2019, WalletHub named Pembroke Pines the Happiest City in South Florida.  The Recreation and Cultural Arts Department issued a “Call to Artists” using that designation as a theme to source images to wrap additional traffic signalization boxes. In December of 2019 over 250 images were received for this call to artists.  In a collaborative effort with the Arts and Culture Advisory Board, a selection process was held and it was determined that the images submitted form the “Call to Artists” did not best reflect the theme “Pembroke Pines-Happiest City in South Florida.”  The Department researched and commissioned an artist best suited for the needs of this project to produce images reflective of the theme “Pembroke Pines-Happiest City in South Florida.”

 

5. The images attached to this agenda have been reviewed and approved by the Arts and Culture Advisory Board.

 

6. The cost for the installation of these images on the traffic signalization boxes is $780 per large cabinet and $629 for small cabinet to include surveys, cleaning and preparation of the cabinets for a total of $10,316.

 

7. The signalization boxes are located at ten (10) locations on the following roads:  Pines Boulevard and Flamingo Road (3 cabinets at this location), Palm Avenue and Taft Street (2 boxes at this location), Pines Boulevard and University Drive (2 boxes at this location), Pembroke Road and 72nd Avenue, Pembroke Road and University Drive, Hiatus Road and Johnson Street, Pines boulevard and 145th Avenue, Pines Boulevard and 172nd Avenue, Pines Boulevard and 196th Avenue, Sheridan Street and 184th Avenue.

 

8. The Florida Department of Transportation (FDOT) requires that a Community Aesthetic Feature Agreement (CAFA) be executed prior to installing the decorative wraps.

 

9. Request the City Commission adopt Proposed Resolution 2020-R-42 authorizing the City of Pembroke Pines to enter into the Community Aesthetic Feature Agreement with the Florida Department of Transportation (FDOT) and approve the installation of decorative vinyl wraps on fourteen (14) signalization cabinets located in the ten (10) identified intersections.
