MOTION TO APPROVE OUT-OF-FIELD TEACHING WAIVER FOR THE 2020-2021 SCHOOL YEAR FOR HEATHER PUERTAS TO TEACH ESOL AND READING OUT OF FIELD, AND JULIANA STAAP-LLARENA TO TEACH ELEMENTARY EDUCATION, ESOL, AND READING OUT OF FIELD AT THE FSU/PEMBROKE PINES CHARTER ELEMENTARY SCHOOL.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The Department of Education allows certified teachers to teach subjects outside of their given area with the stipulation that the teachers complete the requisite course work for the new area within the time period identified for completion of all requirements.
2. Until such time, as the teacher completes the required course work and earns the appropriate endorsement, he/she must be designated as "Out-Of-Field." The teachers that need the waivers are Heather Puertas and Juliana Staap-Llarena at FSU/Pembroke Pines Charter Elementary School (See Exhibit 1. Out of Field Waivers- Puertas- Llarena).
3. This item is before Commission because the FSU University, district sponsor FSU/Pembroke Pines Charter Elementary School, requires it to be approved by the schools' governing board, which is the City Commission. Florida Administrative Code 6-A1.0503 Definition of Qualified Instructional Personnel, section (4)(a), allows each charter school governing board the authority to approve teachers teaching out-of-field after it has been determined that a teacher with appropriate certification coverage is not available.
4. Request City Commission approve Out-of-Field Teaching Waiver for the 2020-2021 school year for Heather Puertas to teach ESOL and reading out of field, and Juliana Staap-Llarena to teach elementary education, ESOL, and reading out of field at the FSU/Pembroke Pines Charter Elementary School.
