Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  Pursuant to RFP # PD-08-05, on November 3, 2008, the City and Kemp Group International Corporation entered into an Agreement regarding School Crossing Guard services for an initial three (3) year period, commencing on November 1, 2008 and expiring on October 31, 2011.

2. On February 8, 2012, the First Amendment was executed to renew the Term of the Original Agreement for a three (3) year period which expired October 31, 2014.

3.  On October 14, 2014, the Second Amendment was executed to renew the Term of the Original Agreement for a three (3) year period which expired on October 31, 2017;

4.  On November 13, 2017, the Third Amendment was executed to renew the Term of the Original Agreement for a three (3) year period which expires on October 31, 2020.

5.  On August 19, 2020, This Agreement was presented to City Commission as a non-renewal and the Police Department began the procurement process for these services.

6. On October 7, 2020 the Purchasing Department presented to City Commission a request to advertise these services under agenda item number 20-0708.

7. The Police Department is in need of additional time to complete the new bid and negotiate the new agreement with the awarded vendor.

8.  The Police Department is requesting the City Commission to approve the Fourth Amendment to the Crossing Guards Agreement between the City of Pembroke Pines and Kemp Group International Corporation to extend the Term of the Agreement for an additional one hundred twenty (120) days, extending the term to February 28th, 2021 for an amount not to exceed $179,270.00.
