MOTION TO APPROVE THE 2020-2021 PEMBROKE PINES CHARTER SCHOOL (PPCS) FLORIDA SCHOOL SAFETY RISK ASSESSMENT TOOL (FSSAT), FSU/FSUS DISTRICT FSSAT BEST PRACTICES, PPCS K-12 REUNIFICATION POLICY AND PROCEDURES, AND TO APPLY AND RECEIVE THE 2020-2021 SCHOOL HARDENING GRANT.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. In 2018, the Florida Legislature signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB7026).  The legislation outlined significant reforms to ensure safety within Florida schools. In 2019, Florida Legislature signed into law SB7030, Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission. SB7030 builds upon the school safety and security foundation established in SB7026 by addressing school safety recommendations and strengthening accountability and compliance oversight authority from school year 2019 and subsequent years thereafter.

2. In accordance with SB7026 and SB7030, schools are required to have set policies which address school safety. Thus far, City Commission has approved the Active Assailant Threat Procedures, Threat Assessment Procedures and Reporting, Visitor Control Management and Safer/Hard Corner Policies, along with annual Mental Health Plans and Mental Health Audit documentation (See Exhibit 1. School Safety Policies 2019-20 and

Exhibit 2. PPCS FY 2020-21 Mental Health Plans-MHP Audit-MHP Expenditure Reports).

3. In addition, charter schools and school districts are required to update annually the Florida School Safety Risk Assessment Tool (FSSAT) their progress on school hardening, safety procedures and community resources, in consultation with local police and fire departments.
