MOTION TO APPROVE THE 2020-2021 PEMBROKE PINES CHARTER SCHOOL (PPCS) FLORIDA SCHOOL SAFETY RISK ASSESSMENT TOOL (FSSAT), FSU/FSUS DISTRICT FSSAT BEST PRACTICES, PPCS K-12 REUNIFICATION POLICY AND PROCEDURES, AND TO APPLY AND RECEIVE THE 2020-2021 SCHOOL HARDENING GRANT.
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. In 2018, the Florida Legislature signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB7026). The legislation outlined significant reforms to ensure safety within Florida schools. In 2019, Florida Legislature signed into law SB7030, Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission. SB7030 builds upon the school safety and security foundation established in SB7026 by addressing school safety recommendations and strengthening accountability and compliance oversight authority from school year 2019 and subsequent years thereafter.
2. In accordance with SB7026 and SB7030, schools are required to have set policies which address school safety. Thus far, City Commission has approved the Active Assailant Threat Procedures, Threat Assessment Procedures and Reporting, Visitor Control Management and Safer/Hard Corner Policies, along with annual Mental Health Plans and Mental Health Audit documentation (See Exhibit 1. School Safety Policies 2019-20 and
Exhibit 2. PPCS FY 2020-21 Mental Health Plans-MHP Audit-MHP Expenditure Reports).
3. In addition, charter schools and school districts are required to update annually the Florida School Safety Risk Assessment Tool (FSSAT) their progress on school hardening, safety procedures and community resources, in consultation with local police and fire departments.
4. The Pembroke Pines Charter School Safety Specialist, in collaboration with the City of Pembroke Pines Emergency Director, Police and Fire agencies, as well as school and city leadership, has updated the 2020-2021 FSSAT for the Pembroke Pines Charter School System, and has developed the PPCS K-12 Reunification Policy and FSU/FSUS District FSSAT Best Practices.
5. Furthermore, SB7026 authorized the implementation of a grant program that provides capital outlay funds to improve the physical security of school buildings. The grant, currently titled the School Hardening Grant (formerly known as the Educational Facilities Security Grant), are nonrecurring funds provided for through the Florida General Appropriations Act, HB5001. Charter schools and school districts receive their approximate share of funds upon completion of the annual FSSAT. Based on the charter schools capital outlay full-time equivalent (FTE) students, the charter schools are eligible to receive the following in estimated grant funds for school year 2020-21:

*The FSU sponsored Elementary School is categorized as its own district, hence receiving the base allocation of $42,000. The School Board of Broward County (SBBC) sponsored Charter Schools receive a portion of the SBBC’s allocation ($3,992,410) based on its FTE proportion.
6. Recommend the City Commission approve the 2020-2021 PPCS Florida School Safety Risk Assessment Tool (FSSAT), FSU/FSUS District FSSAT Best Practices, PPCS K-12 Reunification Policy and Procedures, and to apply and receive the 2020-2021 School Hardening Grant.
Financial Impact
FINANCIAL IMPACT DETAIL:
a) Initial Cost: If approved, the City of Pembroke Pines Charter Schools would receive approximately $123,256.17 in grant revenue allocation to be utilized for allowable capital expenditures toward the physical security of the charter school facilities.
b) Amount budgeted for this item in Account No: If approved, a budget adjustment will be completed to increase the charter school Safety & Security School Building revenue budget accounts and the applicable charter school expenditure budget accounts.
c) Source of funding for difference, if not fully budgeted: Not applicable.
