MOTION TO ADOPT PROPOSED RESOLUTION NO. 2021-R-09.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, SUPPORTING THE BROWARD COMPLETE STREETS MASTER PLAN; PROVIDING FOR THE ADMINISTRATION OF THE PEMBROKE ROAD FROM FLAMINGO ROAD TO DOUGLAS ROAD PROJECT (“PROJECT”) PURSUANT TO THE LOCAL AGENCY PROGRAM (“LAP”) PROCESS; PROVIDING FOR UPFRONT COSTS PRIOR TO REIMBURSEMENT; PROVIDING FOR FUNDING OF THE CONSTRUCTION CONTINGENCY PURSUANT TO THE LAP; PROVIDING FOR THE MAINTENANCE OF ROADWAYS UPON COMPLETION OF PROJECT; PROVIDING FOR CONFLICTS, PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE
Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The Broward Metropolitan Planning Organization (MPO) has requested that the City adopt a resolution expressing support for the approved list of priority projects in the City of Pembroke Pines as listed in the Broward Complete Streets Master Plan and approved on February 14th, 2019. This Resolution is requested to establish funding eligibility.
2. Administration is requesting for the City Commission to deem it to be in the best interest of the citizens and residents of the City of Pembroke Pines to express support for the Pembroke Rd from Flamingo Rd to Douglas Rd project. The proposed project consider including addition of bicycle lanes or modification of existing bicycle lanes, wider pedestrian zones including modification of sidewalks or furnishing zones for this area.
3. The previous resolution of support contained outdated information and a new resolution is needed outlining the new project delivery procedure. Previously the Florida Department of Transportation(FDOT) would fund and complete the entire off-system project from design through construction. The FDOT has revised the procedure (see the second attachment) to complete the entire project and now requires the municipality to complete design, construction and construction engineering and inspection (CEI) through the Local Agency Program (LAP). FDOT will reimburse the municipality for the design, construction and CEI.
