Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. In 2018, the Florida Legislature signed into law the Marjory Stoneman Douglas High School Public Safety Act (SB7026).  The legislation outlined significant reforms to ensure safety within Florida schools. In 2019, Florida Legislature signed into law SB7030, Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission. SB7030 builds upon the school safety and security foundation established in SB7026 by addressing school safety recommendations and strengthening accountability and compliance oversight authority from school year 2019 and subsequent years thereafter.

2. In accordance with SB7026 and SB7030, schools are required to have set policies which address school safety. Thus far, City Commission has approved the Active Assailant Threat Procedures, Safer Spaces policies, Threat Assessment policies, Visitor Intruder Control policy, PPCS K-12 Reunification policy, Notification of Involuntary Examination policy, the annual Mental Health Plans and Mental Health Audit documentation (See Exhibit 1. PPCSS School Safety Policies 2019-20, Exhibit 2. PPCSS School Safety Policies 2020-21, Exhibit 3.Mental Health Plans and Reports- Involuntary Examination Policy 2021-22).

3. In addition, charter schools and school districts are required to update annually the Florida School Safety Risk Assessment Tool (FSSAT) informing the Florida Department of Education on their progress in regard to school hardening, safety procedures and community resources. This is done in consultation with the local police and fire agencies.
