PROPOSED RESOLUTION 2021-R-55 IS A RESOLUTION OF THE CITY OF PEMBROKE PINES, FLORIDA  SUPPORTING TRAFFIC SIGNAGE AND SIGNALIZATION IMPROVEMENTS AS RECOMMENDED BY CITY STAFF IN RESPONSE TO TRAFFIC CONCERNS CREATED BY EDUCATIONAL FACILITIES; FOR REVIEW BY BROWARD COUNTY; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1. The City has seen an increase in traffic and changes in traffic patterns related to educational facilities.

2. Residents, parents and business owners have expressed frustration and concerns pertaining to changes  in traffic volumes, patterns and circulation.

3. On September 22, 2021, the City Commission passed two resolutions aimed at improving traffic related to educational facilities  near NW 4th Street (reference resolution numbers 3770 and 3771).

4. The City Commission has held town hall meetings to gather input from people impacted by school traffic.

5. The City Manager appointed a School Traffic Mitigation team consisting of members of City Staff and the Police Department to identify potential improvements to improve traffic circulation in and around school campuses.

6. On October 6, 2021, staff  presented the City Commission with a draft report titled "School Traffic Mitigation" which identified short, medium and long term improvements that could be made to improve traffic flow in and around school campuses.

7. In the draft report as part of the medium term improvements, staff identified sign and signalization improvements that could help commuters understand proper traffic operations and assist  the Police Department with enforcement in and around school campuses, specifically, Pines Charter School-West Campus, Somerset Academy North Campus, Somerset Academy South Campus, Franklin Academy South Campus, and Silver Trail Middle School.
