A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING AND AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE A REINSTATEMENT AND FIRST AMENDMENT BETWEEN BROWARD COUNTY AND THE CITY OF PEMBROKE PINES PROVIDING FOR DISBURSEMENT OF HOME PROGRAM FUNDS FOR THE HOMEBUYER ASSISTANCE PROGRAM AND EXTENDING THE TERM OF THE AGREEMENT; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.

 

 

Summary Explanation and Background

 

1. The City is a recipient of HUD Home Investment Partnership (HOME) program funding as a member of the Broward County HOME Consortium. The City receives an annual allocation of federal HOME funding to address priority housing needs.

 

2. The proposed first amendment to the City's FY 2019-2020 Interlocal Agreement (ILA) provides for a time extension necessary to provide purchase assistance to income qualified households allocated to that program year and obtain reimbursement from the County.  The proposed first amendment under consideration this evening will extend the program to September 30, 2022.

 

3. Broward County requires the City to amend the HOME agreement in order to permit the time extension.

 

4. The City Commission approved the original HOME 2019-2020 agreement at its January 15, 2020 meeting via Resolution 3681.

 

5. The City received a copy of the first amendment agreement from Broward County on November 4, 2021. 

 

6. No changes to the previously approved budget or scope of work are being proposed as part of this amendment.

7. Administration recommends adopting proposed resolution 2021-R-57.
