MOTION TO RATIFY CITY MANAGER'S APPROVAL OF THE AGREEMENT BETWEEN CHILDREN SERVICES COUNCIL AND THE CITY OF PEMBROKE PINES FOR A MAXIMIZING OUT OF SCHOOL TIME (MOST) GRANT FOR THE SPECIAL NEEDS SUMMER CAMP FOR 2022 IN THE AMOUNT OF $116,995.

Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:

1. Since 2013, (except for 2020 and 2021 due to Covid-19) the Recreation and Cultural Department applied for and received the Children's Services Council of Broward County Maximizing Out of School Time (MOST) Special Needs Summer Programming Grant. The Recreation and Cultural Arts Department submitted a new application and was once again awarded funding of our Special Needs Summer Program through the MOST Grant for the period of May 1, 2022 through August 31, 2022.

2. The MOST Grant provides funds for a structured program to improve and maintain skills and positive experiences encountered during the regular school day as well as improve language and reading skill development, physical functioning, social and adaptive behavioral functioning and daily living skills. The target population is children, adolescents and young adults ages six through twenty-two with special needs who have a physical, developmental, sensory, or learning disability.

3. The MOST Grant agreement provides a maximum of $116,995 for services and requires a match in the amount of $63,029, which will be provided "in-kind" with staffing, space and utilities.

4. The initial agreement term will be from May 1, 2022, through August 31, 2022. The agreement may not be renewed for an additional term.

5. The final draft of the grant agreement was received by the Children Services Council on May 16th. The agreement needed to be executed by the City Manager as expenses related to the grant will begin prior to the June 1st Commission meeting. Reimbursement against the grant requires an executed agreement. The City Manager executed the agreement on May 17th, 2022.
