 - Section 35.18 of the City's Code of Ordinances is regarding "COMPETITIVE BIDDING OR COMPETITIVE PROPOSALS REQUIRED; EXCEPTIONS."

 - Section 35.18(C) states that "Only the following situations are exempt from the competitive bid and competitive proposal requirements of this section:"

 - Section 35.18(C)(6) states that “Cooperative purchasing.  Cooperative purchasing plans are exempt from the competitive procurement process.”

SUMMARY EXPLANATION AND BACKGROUND:

1.  The Municipal Security Division is requesting to upgrade the current Identive Access Control System (ACS) at City Hall to the Lenel ACS.  The upgrade includes the removal, installation and configuration of (80) new point of entry single door controllers. (76) of the controllers will go over the doors themselves, while the four elevator cab controllers are located in the 4th floor Main Distribution Frame Room.
