MOTION TO ADOPT PROPOSED RESOLUTION 2022-R-17.
PROPOSED RESOLUTION 2022-R-17 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING THE CITY’S ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) PROGRAM YEAR 2022; DIRECTING THE CITY MANAGER TO SUBMIT THE ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, INCLUDING ANY AMENDMENTS THERETO, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL REQUIRED DOCUMENTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The City of Pembroke Pines is an entitlement recipient of federal Community Development Block Grant (CDBG) dollars, made available by the U.S. Department of Housing and Urban Development (HUD). The City anticipates receiving an estimated $1,010,690 for Program Year (PY) 2022, which begins October 1, 2022 and ends September 30, 2023.
2. The City received an estimated CDBG allocation from HUD on May 13th, 2022. The final PY 2022-2023 allocation from HUD was provided on June 1st, 2022. Notice of the estimated allocation was published on May 15, 2022 in order to meet the noticing requirements for this meeting. The public notice was re-advertised on June 5th, 2022 with the final allocation amount. The budget that has been presented to the City for approval reflects the budget adjustment.
3. The City must develop a 1 year action plan that addresses housing and community development needs identified in its 5 Year Consolidated Plan that will principally benefit low to moderate income households. The following have been identified as program expenditures for 2022:
