MOTION TO ADOPT PROPOSED RESOLUTION 2022-R-17.
PROPOSED RESOLUTION 2022-R-17 IS A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PEMBROKE PINES, FLORIDA, APPROVING THE CITY’S ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) PROGRAM YEAR 2022; DIRECTING THE CITY MANAGER TO SUBMIT THE ACTION PLAN TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, INCLUDING ANY AMENDMENTS THERETO, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL REQUIRED DOCUMENTS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE. Summary Explanation and Background
SUMMARY EXPLANATION AND BACKGROUND:
1. The City of Pembroke Pines is an entitlement recipient of federal Community Development Block Grant (CDBG) dollars, made available by the U.S. Department of Housing and Urban Development (HUD). The City anticipates receiving an estimated $1,010,690 for Program Year (PY) 2022, which begins October 1, 2022 and ends September 30, 2023.
2. The City received an estimated CDBG allocation from HUD on May 13th, 2022. The final PY 2022-2023 allocation from HUD was provided on June 1st, 2022. Notice of the estimated allocation was published on May 15, 2022 in order to meet the noticing requirements for this meeting. The public notice was re-advertised on June 5th, 2022 with the final allocation amount. The budget that has been presented to the City for approval reflects the budget adjustment.
3. The City must develop a 1 year action plan that addresses housing and community development needs identified in its 5 Year Consolidated Plan that will principally benefit low to moderate income households. The following have been identified as program expenditures for 2022:
Residential Rehabilitation (Minor Home Repair) $306,949
This project will provide home repair assistance to low and moderate income homeowners who are experiencing conditions in and around the home that pose a threat to the health, safety, and welfare of the household occupants. The activity will also provide assistance to low and moderate income homeowners to connect to the city’s main sewer collection lines. This project will be carried out on a citywide basis. This activity is eligible under 24 CFR section 570.202(a), and will benefit low and moderate income persons as qualified under 570.208 (a)(3).
Public Service (Senior Transportation) $151,603
Provides support to the City's Senior Transportation Program through the provision of free transportation to seniors. Riders are transported to and from doctor/dentist office, governmental agencies, therapeutic field trips, and shopping. The activity is eligible as a public service under 570.201(e), and the activity will benefit low and moderate-income persons as qualified under Limited Clientele Activities, 570.208(a)(2).
Public Improvement (Public Facilities) $350,000
This project proposes improvements to the South West Focal Point Community Center and Senior Residences. Public facilities and improvements include acquisition, construction, reconstruction, rehabilitation or installation of public facilities and improvements and are eligible under 570.201(c). This activity will benefit low and moderate income persons as qualified under 570.208(a)(1) Area Benefit Activities.
Program Administration $202,138
This activity will provide general management, oversight, and coordination of the programs. Also, this activity will provide fair housing services designed to further the fair housing objectives of the Fair Housing Act (42 U.C. C. 3601-20). These activities are assumed to benefit low and moderate income persons and are eligible under 24 CFR section 570.206(a). City Housing Program Administrator, CRA of Florida, will be allocated $ (15% of total funding). The remaining $ will be budgeted for advertising, legal fees, or other program eligible administration expenses.
4. Administration recommends the City Commission adopt proposed Resolution 2022-R-17.
