SUMMARY EXPLANATION AND BACKGROUND:

 

(A)   RE-22-01 "Public Art Master Plan Consulting Services"

The City of Pembroke Pines is seeking proposals from consultants or consultant teams with specific experience in public art master planning for the purpose of developing the City’s first Public Art Master Plan (PAMP).

 

The goal of the Master Plan is to establish a communitywide vision for the City’s Public Art program and set feasible priorities and programs that align with the city’s vision and will serve to guide the city’s efforts over the next five years. The selected consultant or consultant team will work with the Public Art Committee, Arts & Culture Advisory Board, and City Administration to gather and use broad public and City involvement in the creation of the plan. The Public Art Master Plan will also provide direction to our City Commission, the Public Art Committee, Arts & Culture Advisory Board, and City Staff on the planning and processes necessary to effectively administer and maintain the City’s Public Art Program.

 

Background:

The City of Pembroke Pines has a robust Cultural Arts program. The Frank Art Gallery showcases multi-disciplinary inclusive exhibitions and arts education programs. Studio 18 in the Pines attracts beginning and emerging artists that become part of an arts community and offers workshops, lectures, cultural programming, and exhibitions. The River of Grass Theatre is home to PPTOPA (Pembroke Pines Theatre of the Performing Arts), a community theatre group. Our Art and Cultural center provides weekly art, music and drama classes, and summer camps. The city also holds annual events such as Artfest in the Pines, Spring into Art & Music Children’s Event, the Summer Symphony Series, Jazz Concerts, the Art Competition, and Story walk in the Pines.

 

Over the years, Pembroke Pines has invested in site specific sculptural pieces. The 9/11 Memorial Sculptures memorialize those who lost their lives during the 9/11 attack and those heroes who assisted in the recovery mission. The Gateway Sculpture at City Center provides an inviting “entrance” into our Great Hall and performance space. The Historical Timeline Project exhibits the City’s rich history from incorporation through present time. There are large scale murals adorning our art gallery and façade of the River of Grass Theatre and our city streets are aligned with various traffic box wraps.

 

In November 2020, the Commission adopted ordinance 2020-18 establishing a Public Art Program. The intention of the Public Art Program is to enhance community identity and pride, reflect the community’s values and culture, provide the highest quality art available, promote excellence and diversity through a variety of artists and media, and encourage public participation and interaction with public space. The Public Art Master Plan will provide a consistent and professional method to ensure the selection of quality public art that earns the respect of the arts interested residents.

 

(B)  CS-22-04 “Counter Tops”

The City of Pembroke Pines is seeking proposals from qualified firms, hereinafter referred to as the Contractor, to supply and install quartz counter tops for the housing apartments on an as needed basis, in accordance with the terms, conditions, and specifications contained in this solicitation.  The City’s Housing Division includes the Pines Point and Pines Place Residence Apartments.

 

(C)   TS-22-06 “Cisco Security Incident Response Retainer Enhanced”

The City of Pembroke Pines is seeking proposals from qualified firms, hereinafter referred to as the Contractor, to provide the requested Cisco Security Incident Response Retainer Enhanced services to the City of Pembroke Pines, in accordance with the terms, conditions, and specifications contained in this solicitation. 

Cisco Security Incident Response Retainer Enhanced is a flexible service offering that provides both proactive (readiness) and reactive (retainer) services against cyber threats.

 

(D)  TS-22-07 “Microsoft Software and Services”

The City of Pembroke Pines is seeking proposals from qualified firms, hereinafter referred to as the Contractor, to provide the requested 3-year renewal of Microsoft Enterprise Agreement with Microsoft Corporation to the City of Pembroke Pines, in accordance with the terms, conditions, and specifications contained in this solicitation.

The City of Pembroke Pines utilizes a Microsoft Enterprise Agreement (EA) for Microsoft volume software licensing throughout the City including Public Safety, Community Services, and Public Services to support and manage all desktops, laptops, Windows servers, and email.  Software products licensed under the Microsoft EA contract include M365 (Desktop OS, Office 365), Microsoft Visual Studio, Windows Remote Desktop, Windows Server, and Microsoft SQL.  The Microsoft EA allows the City to create a common platform for simplified support and management through a single agreement.

 

(E)   FN-22-01 “Armored Car Services”

The City of Pembroke Pines is seeking proposals from qualified firms, hereinafter referred to as the Contractor, to provide armored car services to all City of Pembroke Pines and City of Pembroke Pines Charter School (Schools) locations, in accordance with the terms, conditions, and specifications contained in this solicitation. 

 

The purpose of this proposal is to establish a fixed cost for the pick-up and delivery of funds (cash, checks, money orders, etc.) from the City and the City’s Charter Schools designated locations to the City’s bank on the days and times specified in this solicitation. Sites may be added or deleted during the term of this contract.

 

(F)   Boiler Plate

This attachment is the standard boiler plate language that is used for the solicitations listed above.  It is attached to this agenda item separate from the solicitations to reduce the repetition of this item.
