Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

1.                     On November 28, 1990, the City Commission adopted Ordinance No. 939 for Section 72.04 titled ‘VEHICLES SHALL NOT OBSTRUCT TRAFFIC’.

 

2.                     The frequency of persons stopping vehicles in the public rights of way in areas near and around schools to enable students and other persons to exit a vehicle is occurring throughout the city with increasing regularity. The result has been increasingly congested roadways surrounding schools throughout the City during periods of pick-up and drop-off of students.

 

3.                     The loading and unloading of passengers in this unsafe manner creates hazards for the occupants of the vehicles, pedestrians, and other vehicles traveling on the City’s roadways.

 

4.                     In the best interest of the health, safety, and welfare of businesses and residents of the City of Pembroke Pines, the City desires to amend Ordinance No. 939 and permit the issuance of citations to the owners of the vehicles impermissible unloading passengers in an unsafe manner.
