Summary Explanation and Background

 

SUMMARY EXPLANATION AND BACKGROUND:

 

1. The Department of Education allows certified teachers to teach subjects outside of their given area with the stipulation that the teachers complete the requisite course work for the new area within the time period identified for completion of all requirements.

 

2.  Until such time as the teacher completes the required course work and earns the appropriate endorsement, he/she must be designated as "Out-Of-Field."

 

3. This item is before Commission because the Pembroke Pines Charter Schools sponsoring district (Broward County) and sponsoring district Florida State University requires it to be approved by the schools' governing board, which is the City Commission.  Florida Administrative Code 6-A1.0503 Definition of Qualified Instructional Personnel, section (4)(a), allows each charter school governing board the authority to approve teachers teaching out-of-field after it has been determined that a teacher with appropriate certification coverage is not available.
