Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  On June 20, 2018, the City Commission authorized the advertisement of  PL-18-04 "General Contractors for Home Repair Projects (Expansion)", which was advertised on July 3, 2018.

2.  The City receives funds from the U.S. Department of Housing and Urban Development (HUD) through multiple programs including the Community Development Block Grant (CDBG) Program, HOME Investment Partnership Program (HOME), and Neighborhood Stabilization Program (NSP).  The City also receives State Housing Initiatives Partnership (SHIP) funds from the Florida Housing Finance Corporation.  These funds are used for various projects including minor home repair and cost estimating services.

3.  The intent of this bid was to acquire proposals from qualified firms that would create a pool of vendors for the City to choose from to perform a number of services, such as correcting municipal code violations, abating any health and safety problems in the resident's home, providing safe electrical and mechanical systems, stopping weather penetration to make the resident's home more energy efficient, and improving the general condition of the resident's structure.

4.  On June 7, 2017, the City Commission approved a pool of eleven (11) vendors for these services.  PL-18-04 "General Contractors for Home Repair Projects (Expansion)" was issued to seek additional statements of qualifications in an effort to expand the current pool of vendors whose contracts expire on June 7, 2019.

5.  On July 31, 2018, the City opened four (4) proposals from the following vendors:
