SUMMARY EXPLANATION AND BACKGROUND:
1. The Helping Emergency Responders Obtain Support (HEROS) Program is a Florida Health program that provides free naloxone to emergency response agencies, including law enforcement officers, firefighters, or emergency medical technicians.
2. The police department desires to obtain doses of naloxone for its sworn law enforcement officers and various other civilian staff who are public facing or may come into contact with narcotics or risk being exposed to unknown substances while on calls for service or response.
3. For the police department to participate in the Florida Health HEROS program and request naloxone, the city must enter into agreement with the purchasing organization that Florida Health uses to procure its naloxone-the Minnesota Multi-State Contracting Alliance for Pharmacy Agreement (MMCAP). There is no cost to the city to join or use MMCAP.
4. In addition, participation in the Florida Health HEROS program will require that the police department report any instances of naloxone administration to an approved reporting system-the Overdose Detection Mapping Application Program (ODMAP). The city must enter into agreement with the Baltimore/Maryland High Intensity Drug Trafficking Area (B/M HIDTA), which operates the ODMAP system. There is no cost to the city to join or use the ODMAP system.
