MOTION TO REJECT ALL PROPOSALS FOR THE STUDENT/SCHOOL INFORMATION SYSTEM PORTION OF TS-17-04-B "ERP SYSTEM SOFTWARE AND IMPLEMENTATION".

Summary Explanation and Background

SUMMARY EXPLANATION AND BACKGROUND:

1.  On January 16, 2019, the City Commission deferred the award of the Student/School Information System portion of TS-17-04-B "ERP System Software and Implementation" to Skyward, Inc. until the February 6, 2019, Commission meeting, because of Skyward's position on not providing equal benefits to domestic partnerships pursuant to the City's Code.

2.  On February 6, 2019, the City Commission was asked again to approve the findings and recommendation of the evaluation committee and to award the Student/School Information System portion of TS-17-04-B "ERP System Software and Implementation" to Skyward, Inc., waiving the compliance of Skyward, Inc. to provide equal benefits for domestic partners, in the Best Interest of the City.  The City Commission did not approve the recommendation of the evaluation committee.

3.  On February 20, 2019, the City reconvened the evaluation committee for a meeting to discuss how to move forward with the project.  A motion eventually passed unanimously to have Panorama Consulting develop an analysis comparing the two vendors, Skyward Inc. and PowerSchool, which would be reviewed at a later meeting to determine if Skyward Inc. should be presented again to the City Commission for consideration or if the committee would decide to recommend to the City Commission PowerSchool for the award.

4.  On April 18, 2019, the City reconvened the evaluation committee.  After reviewing/discussing the analysis presented by Panorama Consulting, the evaluation committee made a motion which passed unanimously requesting for an additional demonstration by PowerSchool for further evaluation.

5.  On June 18, 2019, the City reconvened the evaluation committee, and PowerSchool presented their demonstration to the evaluators.  The dem...
